API to modify alias tab itself (as opposed to alias values)

Description
Something similar to the commands we have for autotarget, with option to Clear list, and option to add AliasName,AliasValue,GroupOnly combos.

With Ogrebot 17.092
** Added: -Alias_RemoveEntry
*** Accepts 2 parameters
*** Parameter 1: ForWho
*** Parameter 2: Alias name to remove. Don't forgot the *! If you wish to clean the entire list out, enter "all".
This one has existed for some time now:
- -Alias_AddEntry
- Parameter 1: ForWho
- Parameter 2: Alias
- Parameter 3: Value
- Parameter 4: NoRaid (TRUE or FALSE. FALSE by default)
