Description
When you are casting a spell, you may want to make a decision about it depending on what buffs you have up (or are missing)
Implemention suggestion:
1) add a "text box" where the user can type the name of a buff
2) add a flag/drop down so the user can specify one of
- requires buff on me
- requires buff to be missing on me
- requires buff on target
- requires buff missing on target
note: you could possibly use the same "text field" as in forge issue #2060
ex: Fury right hand side Prestige, buff "Energy Vortex" will decrease the cast time of Starnova, causing you to want to cast it earlier than normal in your cast stack when the buff is up
