this would be useful for a "Precast" across toons, could also be useful for ascension combinations to make sure the matching cast is available

or... to check if a toons spell is ready, to be able to so a annouce where the toons has a chat event that can reply that a given spell is ready, at which time the querying toon can have a chat event that does its cast based on the reply. if this is already possible... enquiring minds want to know :>
