Masterclockwork - Bard grabs cog but never casts it

Description
I noticed after a recent update or two that my bard no longer casts the cog that's needed to burn down Masterclock work at the 15% mark. I double-checked to make sure the bard had it in their inventory followed by hotbarring it myself then clicking it to make sure its casting, which it is.
Note: This is while running the 3 Fabled zones via the queue feature in Questbot.
