Most frostfell items can only be obtained during frostfell.  The mats are either harvested in the primary Frostfell zone (Frostfell Wonderland Village, accessed from most city zones like Freeport and Qeynos, via a Magic Closet), or via an Artisan's Fully Trained Pack Pony (from the Gathering Obsession Quest Line, the last of which is "A Gathering Obsession Beyond the Grave").

There are at least three Frostfell merchants in Wonderland, Garsleblat Gigglegibber (location 125, -3, -1153), Gerbi Frostfoot ( 178, -36, -1312) and Giggawat Gigglegibber ( 140, -9, -1240).

Traveling on foot in the zone isn't easy, it's comprised of a bunch of islands on an ice lake, connected by rainbow bridges.  However you can use flying mounts in the zone, making traveling easier.  There are numerous crafting stations in the zone, three types.  Here are the locations of one of each, although there are many more: 
Frostfell Loom (126.28, -18.52, -1538.03)
Frostfell Stove & Keg (68.77, -34.85, -1629.29)
Frostfell Work Bench (337.32, -23.78, -1509.98)

You can also craft your own stations to keep in your own home.  These are called Cheery Loom, Festive Workbench, and Merry Stove & Keg.
