Description
Some miner's are cancelling fleet warp because they are warping themselves. In some situations (they have a full cargo and are waiting for the hauler) they get left behind.
When a fleet warp is triggered, send a flag from the person to trigger the fleet warp to everyone else that prevents them from warping themselves.

This should be resolved in Version 1.022.
- When a fleet warp command is issued, pilots that are not the pilot giving the command will no longer be able to issue navigation commands until warp is complete as long as they are on the same grid as the pilot who issued the command.
